Rationale and Facts Supporting Findings. <br /> <br />a. The school facilities impact fee has <br /> <br />been established by schools locally pursuant <br /> <br />to the School Facilities Act (Govt. Code <br /> <br />~~65970-6598l) and this fee in part mitigates <br /> <br />the effect identified. <br /> <br />b.
