The City Council <br /> <br />should evaluate applications for zoning changes and <br /> <br />General Plan Amendments with sensitivity to the <br /> <br />potential adverse effects of "land use succession". <br /> <br />c. Rationale and Facts Supporting Findings. The General <br /> <br />Plan is the basic land use policy of the City of <br /> <br />Redwood City. <br /> <br />Were it not for blight in the <br /> <br />Amendment Area, the General Plan for that area would <br /> <br />be in the process of realization. <br /> <br />The General Plan <br /> <br />has provided for large scale uses to compliment <br /> <br />existing uses in order to render the area more <br /> <br />attractive to private sector development. The public <br /> <br />improvements anticipated by the Second Amendment are <br /> <br />infra-structure improvements and are intended to <br /> <br />serve as a catalyst for the realization of the <br /> <br />General Plan. <br /> <br />d. Monitoring Responsibility. Responsibility for <br /> <br />moni toring these mitigation measures shall be with <br /> <br />the Redwood City Redevelopment Agency and Redwood <br /> <br />City Planning Director. <br /> <br />2. VISUAL QUALITY. <br /> <br />a. Significant Effects.
