The City Council

should evaluate applications for zoning changes and

General Plan Amendments with sensitivity to the

potential adverse effects of "land use succession".

c. Rationale and Facts Supporting Findings. The General

Plan is the basic land use policy of the City of

Redwood City.

Were it not for blight in the

Amendment Area, the General Plan for that area would

be in the process of realization.

The General Plan

has provided for large scale uses to compliment

existing uses in order to render the area more

attractive to private sector development. The public

improvements anticipated by the Second Amendment are

infra-structure improvements and are intended to

serve as a catalyst for the realization of the

General Plan.

d. Monitoring Responsibility. Responsibility for

moni toring these mitigation measures shall be with

the Redwood City Redevelopment Agency and Redwood

City Planning Director.

2. VISUAL QUALITY.

a. Significant Effects. Potential General Plan buildout

in the Amendment Area could result in development

that would be visually incompatible with surrounding

land uses.

5

11190
