CWM:djm 11/06/89 (098/#25)
CWM:djm /29/89R

Section 2l081.6 of the Public Resources Code.

Authority for

reporting specific elements of the program shall be assigned on a

site specific project basis.

For each of the significant

environmental effects identified in the EIR, the City Council and

the Agency find as follows and have determined the following

facts to support each finding:

l. LAND USE.

a. Significant Effects. General Plan Buildout of the

Amendment Area would be encouraged by the Second

Amendment and could result in "land use succession",

which is the tendency for small and economically

marginal land uses to be replaced with larger, more

intensive uses in response to strong economic trends.

This could result in conversion or redevelopment of

non-conforming

housing

units

and

small

scale

commercial buildings in transition areas with larger

conforming commercial buildings.

b. Findings. This land use succession impact cannot

occur as the result of commercial development in

areas zoned for residential use, as to permit such

development would be in violation of state and local

zoning laws.

Development of districts other than

residentially zoned districts would enhance the

character of the Downtown Area even if it would

resul t in some replacement of marginal land uses.

These impacts could be reduced by encouraging only

larger scale uses where they are permitted by the

4

11190
