Rationale and Facts Supporting Findings. Using <br /> <br />available figues, the 1980 Census showed that about <br /> <br />28% of the employed residents of Redwood City worked <br /> <br />in Redwood City. <br /> <br />ABAG projects that in 1990, there <br /> <br />will be 43,000 jobs in Redwood City. If 28% of these <br /> <br />jobs, <br /> <br />some <br /> <br />12,152, <br /> <br />are he ld by <br /> <br />Redwood City <br /> <br />residents, 31,248 will be held by people who do not <br /> <br />live in Redwood City, that is, <br /> <br />"in-commuters". <br /> <br />ABAG's <br /> <br />Housing <br /> <br />Needs <br /> <br />Determination <br /> <br />arbitrarily <br /> <br />estimates that half the 3l,248 <br /> <br />(or 15,624 job <br /> <br />holders) would be in-commuters. <br /> <br />If these figures <br /> <br />were applied to the Second Amendment Area employment <br /> <br />to estimate housing demand, the demand would be 706 <br /> <br />(l,961 jobs x 72% in-commuters x 50% = 706) rather <br /> <br />than the 1,431 given in the DEIR. The figure of 935 <br /> <br />uni ts expected to be constructed is the sum of an <br /> <br />estimated 610 units to be built under General Plan <br /> <br />buildout, plus 325 units constructed from "set-aside <br /> <br />funds". <br /> <br />Understanding that a portion of "set-aside <br /> <br />funds" may be needed for relocation or replacement, <br /> <br />there should at least be sufficient "set-aside funds" <br /> <br />to construct an additional 96 units which would <br /> <br />neutralize the impact on housing. <br /> <br />In any case the <br /> <br />impact would be insignificant. <br /> <br />The "jobs/housing <br /> <br />balance" is a matter of regional scope and cannot be <br /> <br />8 <br /> <br />11190 <br />
