<br />EXHIBIT "A" <br /> <br />This Exhibit "A" sets forth the findings of the Council of <br />the City of Redwood City in response to each written objection of <br />an affected property owner or taxing entity, pursuant to Section <br />33363 of the Health & Safety Code. The Council's findings appear <br />first, and are followed by the five written objections that were <br />received, each numbered in the upper right hand corner "Letter <br />No.1" through "Letter No.5", to correspond with the respective <br />findings of the Council. Exhibit "A" is then paginated <br />consecutively at the bottom each page. <br /> <br />Comment 1: <br /> <br />Letters No. 1 and No. 2 <br /> <br />RESPONSES TO COMMENTS <br /> <br />Response: <br /> <br />Comment 2: <br /> <br />Response: <br /> <br />Property owners object to the increase in or <br />reallocation of funding for an agency whose work <br />can more properly be performed directly by the <br />City Council acting openly at public City Council <br />meetings. <br /> <br />The state legislature, through the California <br />Community Redevelopment Law (Health and Safety <br />Code, Section 33000 et.seq.), has found that <br />blighted conditions exist in areas which cannot be <br />reversed or alleviated by private enterprise <br />acting alone and as such has granted to local <br />entities, through redevelopment agencies, <br />extraordinary powers to eliminate blight. In the <br />City of Redwood City the City Council acts as the <br />City's Redevelopment AGency, however, a City <br />Council does not have the same powers required to <br />alleviate or eliminate blight. In addition, the <br />Redevelopment Agency, like the City Council, <br />considers its actions at public meetings. <br /> <br />Property owners object to the "inclusion of <br />virtually all of the Redwood city commercial area <br />in an area designated as being blighted." <br /> <br />As noted in Part II of the Resport to City Council <br />on the Proposed Second Amendment to the <br />Redevelopment Plan for the Redwood City <br />Redevelopment Project No.2, certain properties <br />within the Amendment Area are not blighted; <br />however, these properties have been included: (1) <br />in order to plan and carry out redevelopment of <br />the Amended Project as a uniform whole; (2) <br />because such properties are impacted by <br />substandard conditions on surrounding properties, <br /> <br />11191 <br />
