<br />Letter No. 3 <br /> <br />Comment 3: <br /> <br />Response: <br /> <br />Letter No. 4 <br /> <br />Comment 4-a: <br /> <br />Response: <br /> <br />Comment 4-b <br /> <br />and correction of such conditions may require the <br />imposition of design, development, or use <br />requirements on the standard properties in the <br />event they are rehabilitated or redeveloped by <br />their owners; (3) because such properties will <br />share in the physical, social and economic <br />benefits which accrue to the area through the <br />elimination of substandard conditions, including <br />the replacement or provision of new public <br />improvements and facilities serving the Amended <br />Project; and (4) because such properties are part <br />of a blighted area. <br /> <br />Business owner protests "the inclusion of the <br />industrial area bounded by Spring Street on the <br />South and Charter Street on the east and Veterans <br />Boulevard on the North in the Redevelopment Area" <br />and comments that "this area is primarily a light <br />industrial area, well developed and well <br />constructed, and should not be considered for <br />redevelopment." <br /> <br />See Response to Comment No.2. <br /> <br />The Legal Aid Society of San Mateo County on <br />behalf of a resident of the Amendment Area makes <br />the following objections: <br /> <br />The FEIR should not be certified and should <br />be circulated for further public comment. <br /> <br />Section l5089(b) of "CEQA: The Guidelines" states <br />that "Lead Agencies may provide an opportunity for <br />review of the Final EIR by the public or by <br />commenting agencies before approving the project." <br />The discussion following this section further <br />states, "This section specifies that agencies need <br />not provide a separate review period for the final <br />EIR...It requires public review only at the draft <br />EIR stage. The Final EIR can be submitted <br />directly to the decision-making body of an agency <br />for consideration." <br /> <br />The Amendment Area is not blighted and is not <br />predominated by social and economic ills. <br /> <br />2 <br /> <br />11191 4 <br />
