Letter No. 3

Comment 3:

Response:

Letter No. 4

Comment 4-a:

Response:

Comment 4-b

and correction of such conditions may require the
imposition of design, development, or use
requirements on the standard properties in the
event they are rehabilitated or redeveloped by
their owners; (3) because such properties will
share in the physical, social and economic
benefits which accrue to the area through the
elimination of substandard conditions, including
the replacement or provision of new public
improvements and facilities serving the Amended
Project; and (4) because such properties are part
of a blighted area.

Business owner protests "the inclusion of the
industrial area bounded by Spring Street on the
South and Charter Street on the east and Veterans
Boulevard on the North in the Redevelopment Area"
and comments that "this area is primarily a light
industrial area, well developed and well
constructed, and should not be considered for
redevelopment."

See Response to Comment No.2.

The Legal Aid Society of San Mateo County on
behalf of a resident of the Amendment Area makes
the following objections:

The FEIR should not be certified and should
be circulated for further public comment.

Section l5089(b) of "CEQA: The Guidelines" states
that "Lead Agencies may provide an opportunity for
review of the Final EIR by the public or by
commenting agencies before approving the project."
The discussion following this section further
states, "This section specifies that agencies need
not provide a separate review period for the final
EIR...It requires public review only at the draft
EIR stage. The Final EIR can be submitted
directly to the decision-making body of an agency
for consideration."

The Amendment Area is not blighted and is not
predominated by social and economic ills.

2

11191 4
