<br />Comment 4-c: <br /> <br />Response: <br /> <br />maintenance and reinvestment. <br /> <br />Economic conditions in the proj ect Area are not <br />favorable. The Report to City Counci I does not <br />examine property values; however, County records <br />show ~ha~ ~he Amendmen~ Area property value <br />increases have lagged behind county wide increases <br />over the past few years. Addi tionally, retail <br />sales in the Amendment Area have not shown <br />significant increases. The increases in taxable <br />retail sales in the Amendment Area, as shown in <br />Table 11-9 of the Report to City Council, have not <br />been adjusted for inflation. According to Taxable <br />Sales in California published by the State Board <br />of Equalization, inflation in 1988 and 1987 was <br />4.6 percent and 4.1 percent respectively. <br />Adjusting the 1987 and 1988 increases in taxable <br />retail sales for inflation reduces the actual <br />increase in taxable retail sales to .2 percent in <br />1987 and .5 percent in 1988. And over the period <br />from 1986 to 1988 building permit valuations show <br />a cumulative decrease of 41 percent rather than an <br />increase. <br /> <br />Enhancing the Downtown Area's commercial <br />desirability is not a proper basis <br />redevelopment. <br /> <br />for <br /> <br />The CRL declares the purpose of redevelopment to <br />be the following: <br /> <br />a) Section 33037(a) - To protect and promote the <br />sound development and redevelopment of <br />blighted areas and the general welfare of the <br />inhabitants of the communities in which they <br />exist by remedying such injurious conditions <br />through the employment of appropriate means. <br /> <br />b) Section 33071 - The Legislature finds and <br />declares that a fundamental purpose of <br />redevelopment is to expand the supply of <br />low-and moderate-income housing, to expand <br />employment opportuni ties for jobless, <br />underemployed, and low-income persons, and to <br />provide an environment for the social, <br />economic, and psychological growth and <br />well-being of all citizens. <br /> <br />In line with these purposes, the primary reasons <br />for the Second Amendment, as noted in Part I of <br />the Report to the City Council, are: <br /> <br />4 <br /> <br />11191 <br />
