<br />Comment 4-d: <br /> <br />Response: <br /> <br />Comment 4-e: <br /> <br />Response: <br /> <br />Comment 4-f: <br /> <br />1) "To eliminate and prevent the spread of <br />blight and deterioration and to redevelop the <br />Amendment Area in accord with the General <br />Plan, specific plans, the Redevelopment Plan <br />and local codes and ordinances. <br /> <br />2) To expand and upgrade the community's supply <br />of housing, including opportunities for <br />low-and moderate-income households. <br /> <br />3) To eliminate or ameliorate certain <br />environmental deficiencies, including <br />substandard vehicular circulation systems and <br />other similar public improvements, facilities <br />and utilities deficiencies adversely <br />affecting the Amendment Area." <br /> <br />The estimated expenditures by the Agency in the <br />Amended Project Area, shown in Table 111-2 of the <br />Report to the City Council, support these Agency <br />goals and objectives. For example almost <br />one-third of the total estimated costs will be for <br />public improvements, 20 percent for low-and <br />moderate-income housing, and 5 percent for <br />commercial and residential rehabilitation. <br /> <br />The Second Amendment does not further the <br />purposes of redevelopment law. <br /> <br />The contention that the Second Amendment does not <br />achieve the purposes of the Community <br />Redevelopment law on the basis that the proposed <br />Amendment "is in reali ty a master list of <br />expensive public works projects" is refuted in the <br />response to Comment 4-c above. In addition, the <br />major public improvements included within the <br />Second Amendment are proposed to eliminate <br />blighting conditions in the Amended Project Area. <br /> <br />It has not been demonstrated that the alleged <br />blight cannot be eliminated by private enterprise <br />acting and without the assistance of <br />redevelopment. <br /> <br />As discussed above, in Part II.C of Report to the <br />City Council it is shown that private enterprise <br />is not now performing in the Amendment Area. <br />Taxable retail sales and new construction starts <br />are lagging behind those county wide and city <br />wide. <br /> <br />A proj ect Area <br />created. <br /> <br />Committee <br /> <br />should <br /> <br />have <br /> <br />been <br /> <br />5 <br /> <br />11191 <br />
