Comment 4-d:

Response:

Comment 4-e:

Response:

Comment 4-f:

1) "To eliminate and prevent the spread of
blight and deterioration and to redevelop the
Amendment Area in accord with the General
Plan, specific plans, the Redevelopment Plan
and local codes and ordinances.

2) To expand and upgrade the community's supply
of housing, including opportunities for
low-and moderate-income households.

3) To eliminate or ameliorate certain
environmental deficiencies, including
substandard vehicular circulation systems and
other similar public improvements, facilities
and utilities deficiencies adversely
affecting the Amendment Area."

The estimated expenditures by the Agency in the
Amended Project Area, shown in Table 111-2 of the
Report to the City Council, support these Agency
goals and objectives. For example almost
one-third of the total estimated costs will be for
public improvements, 20 percent for low-and
moderate-income housing, and 5 percent for
commercial and residential rehabilitation.

The Second Amendment does not further the
purposes of redevelopment law.

The contention that the Second Amendment does not
achieve the purposes of the Community
Redevelopment law on the basis that the proposed
Amendment "is in reali ty a master list of
expensive public works projects" is refuted in the
response to Comment 4-c above. In addition, the
major public improvements included within the
Second Amendment are proposed to eliminate
blighting conditions in the Amended Project Area.

It has not been demonstrated that the alleged
blight cannot be eliminated by private enterprise
acting and without the assistance of
redevelopment.

As discussed above, in Part II.C of Report to the
City Council it is shown that private enterprise
is not now performing in the Amendment Area.
Taxable retail sales and new construction starts
are lagging behind those county wide and city
wide.

A proj ect Area
created.

Committee

should

have

been

5

11191
