ORDINANCE NO. 2357 REPEALING CURRENT CHAPTER 16 AND ADDING A NEW CHAPTER 16 TO THE MUNICIPAL CODE OF THE CITY OF REDWOOD CITY RELATING TO THE liBRARY BOARD THE COUNCil OF THE CITY OF REDWOOD CITY DOES ORDAIN AS FOllOWS: SECTION 1. Chapter 16, consisting of Ordinances Nos. 30, 902, and 1131, specifically Sections 16.1 through 16.5 of the Redwood City Municipal Code, is repealed in its entirety. SECTION 2. Chapter 16, Sections 16.1 through 16.9 are hereby added to the Redwood City Municipal Code follows

<br />08/23/2010 <br /> <br />Each member of the Library Board shall have a demonstrated interest in Public <br />Library matters. <br /> <br />Sec. 16.4. VACANCIES: <br />In case of a vacancy on the Library Board, irrespective of cause, a successor <br />shall be appointed by the City Council for the unexpired term of such member. <br /> <br />Sec. 16.5. OFFICERS: <br />Each year, at the first regular meeting, the Library Board shall nominate and elect <br />a Chair, a Vice-Chair and a Secretary. The officers shall hold office for one year <br />until a successor is elected, unless his or her term as a member of the Library <br />Board expires earlier. <br /> <br />Sec. 16.6. OFFICERS-DUTIES: <br />The duties of the various officers of the Library Board shall be as follows: <br /> <br />A. The Chair shall preside at all meetings, solicit all motions to vote, and do <br />those things ordinarily required of a Board Chair, including but not limited to, <br />agenda preparation and acting as a representative of the Board at community <br />functions. <br /> <br />B. The Vice-Chair shall assume and perform the duties of the Chair in the <br />Chair's absence. <br /> <br />C. The Secretary shall review, edit and submit meeting minutes compiled by <br />Library staff. <br /> <br />Sec. 16.7. POWERS AND DUTIES OF THE LIBRARY BOARD: <br />The powers and duties of the Library Board shall include the authority to advise <br />and to make recommendations to the Library Director, City Manager and City <br />Council on matters relating to the Redwood City Library. <br /> <br />In accordance with the policies and budget of the City Council, the Library Board <br />shall have the following duties: <br />A. Ensure that literacy remains a core value and a long-term guiding <br />principle, <br />B. Help create, approve and review the strategic plan, <br />C. Act as a community liaison and Library advocate by actively <br />soliciting community input and providing feedback to the public <br />concerning Library policies and services, as well as issues being <br />considered by the City, <br />D. Seek collaborative opportunities to cultivate partnerships, raise <br />funds and recruit volunteers, <br />E.
