Section 4. Exclusion. Notwithstanding the provisions of this ordinance to the contrary, office developments, if any, which prior to July 1, 2000, have been approved pursuant to a specific plan, development agreement, disposition and development agreement, or by other agreement duly entered into by the City which provides for, or allows the development or use of, a parcel or parcels one acre or larger for offices within the Affected Districts shall be exempt from the provisions hereof. Section 5. Implementation. The City Manager, Director of Community Development, Chief Building Official, Zoning Administrator, and all other officers and employees of the City having authority with the issuance or approval of land use entitlements affected hereby are hereby authorized and directed to implement the provisions of this ordinance. Section 6. Supercession. Any and all ordinances, resolutions, directives or other regulations, or portions thereof, in conflict with the provisions of this ordinance are hereby superceded, and the provisions hereof shall govern and prevail over such conflicting matters. Section 7. Effective Date. This ordinance is an emergency measure enacted in furtherance of the public safety, health, and welfare as set forth in Section 1 hereof and shall be effective upon the date of its adoption; provided, that this ordinance shall be operative retroactively from and after July 24, 2000, provided, further, that this ordinance shall be of no further force and effect forty- five (45) days from its operative date; provided further, that this ordinance shall Ord-~'~4 4 F :lsharedhedwoodlcounci[ DES:rg 7124100RR 2198
