ORDINANCE NO. 2245 ORDINANCE AMENDING ARTICLES II AND III OF CHAPTER I OF THE REDWOOD CITY MUNICIPAL CODE PROVIDING FOR ADMINISTRATIVE CODE ENFORCEMENT THE CITY COUNCil OF REDWOOD CITY DOES HEREBY ORDAIN AS FOllOWS: Section 1. FindinQs. A. Enforcement of the Municipal Code is vital to the protection of the public's health, safety and quality of life. B. The City Council of the City of Redwood City recognizes that successful code enforcement starts with the drafting of precise regulations that can be effectively applied in administrative enforcement hearings and judicial proceedings

<br />(b) Use of the remedies and procedures of this Article will be at <br />the sole discretion of the Enforcement Officers and Enforcement Officials authorized to <br />proceed under this Article and will not limit or preclude the use of any other enforcement <br />remedies pursuant to this Code, State or Federal law. <br /> <br />1.10.2 Definitions. <br /> <br />(a) Administrative Costs means the administrative citation fines <br />and civil penalties assessed, all costs (both direct and indirect) incurred by the City from <br />the first discovery of the violations through the appeal process and until compliance is <br />achieved, including, but not limited to, staff time in inspecting the property, sending <br />notices, preparing and attending any appeal hearings, and fees paid to the <br />Administrative Hearing Officer. <br /> <br />(b) Administrative Code Enforcement Remedies means <br />Administrative Abatement, Summary Abatement, Civil Penalties, Administrative <br />Citations, and Recordation of Notices of Violation as contained and further described in <br />this Code. <br /> <br />(c) Administrative Hearinq Officer will mean any person <br />appointed by the City Manager, or his/her designee, to preside at administrative <br />hearings. <br /> <br />(d) Administrative Penalties will mean the Administrative citation <br />Fines or Administrative Civil Penalties assessed pursuant to this Article for violations of <br />the Municipal Code. <br /> <br />(e) <br /> <br />Days unless otherwise stated, "days" will mean calendar <br /> <br />days. <br /> <br />(f) Enforcement Officer will mean any City employee or agent of <br />the City with the authority to enforce any provision of this Code. <br /> <br />(g) Enforcement Official will mean the principal supervisor of a <br />department or a division of a department to which an Enforcement Officer empowered <br />to issue administrative citations under this Article is assigned. <br /> <br />(h) Person will mean any individual or entity, including, but not <br />limited to, a corporation, partnership, or trust. <br /> <br />(i) Responsible Party means any person or persons in charge <br />of the premises or location, or the person or persons responsible for the event or <br />incident, and will include any of the following: <br /> <br />1 .
