State Redevelopment Law requires that <br />15% of all units constructed with in the Proiect Area be affordable to <br />persons of low and moderate income levels. Affordabilitv of the required <br />units must beinslf"ed bv 45 year deed restrictions for ownership units and <br />55 year deed restrictions for <br />rental units. The A~encY is ultimately responsible for seeino that these <br />units are constructed. The Aaency currently hasa "surplus" of affordable 10 <br />units in terms of its redevelopment production reauirements. <br />Staff. in consultation with the Housino and Human Concerns Committee <br />(HHCC). will develop an interim policy for consideration bY the City <br />Council/Redevelopment Aaency Board related to affordability <br />reauirements for residential development in the Downtown. It is intended <br />that this interim policy will lead to a lonp-term Housino Affordabilitv Policy <br />and Prooram that will meet the leoal reauirements of State <br />Redevelopment Law and help alleviate the current iobs/housino <br />imbalance that exists in the area. <br />Noise: (page 1 05) Insert at the end of Section 3.6 Precise Plan <br />Implementation Actions: Develop a proaram whereby residents in the <br />Downtown are notified about potential noise impacts due to construction 11 <br />and operation of new businesses. and develop standards to help mitigate <br />such impacts such as special noise construction methods <br />Open Space: Mini-Parks. (page 29) Insert in 2.2.1 Use Regulations Chart <br />a new use category: "Mini Parks and Similar Landscaped Spaces". It <br />shall be permitted in all Use Zones and shall be noted on the chart and in <br />each Use Category Chart in Section 2.2.2 as a "permitted use" (page 30). 20,21 <br />A definition shall be included in the 2.2.1 Use Regulation Chart and it shall <br />read: A mini-park is defined as a park area usually about % acre in size <br />or less and is used by small children and adults for limited pIa v activity. <br />Add to Appendix A.1. (page 115) Starting Point 2-e (Public Spaces) <br />immediately following the first paragraph: The Citv recoanizes there is a <br />lack of small areen spaces or "mini-parks" in and around the Downtown <br />area. These green spaces are needed to serve as a respite from the <br />urban surroundinqs and provide a place where children and adults can <br />play or stroll.
