<br />P. "Exclusive Use" means an event that is closed to the public and attendance is <br />by invitation only. <br /> <br />Q. "Open to the Public" means an event not limited to invitees and otherwise <br />open to any member of the public with or without an admission fee or charge. <br /> <br />R. "Permittee" means any event sponsor(s), promoter(s), facility operator(s), <br />facility owner(s) or their respective designee who obtains an approved Event <br />Permit to conduct the event, for the purpose of determining liability for bodily <br />injury and for damage to the City of Redwood City or third parties as a result <br />of an activity/event and liability for the cost of extraordinary police services <br />and/or other Redwood City services and personnel. <br /> <br />S. "Redwood City Produced Event" means an event developed and <br />implemented in its entirety by the City of Redwood City. The City <br />departments have sole responsibility for the event from inception to <br />completion, including concept development, creative direction, funding and <br />fund development, marketing and media relations, and staffing and support <br />services to directly implement the event. <br /> <br />T. "Redwood City Co-Produced Event" means an event that has significant <br />Redwood City staff involvement in both the planning and the implementation, <br />together with a non-city entity. To be considered .an event co-produced by <br />the City, City staff must be involved in all aspects of the event, including <br />creative direction, funding and fund development, marketing and media <br />relations, and staffing and support services. <br /> <br />U. "Solicitation" means requesting persons to contribute money or anything else <br />of value for a charitable, religious, personal, or political cause. <br /> <br />V. "Temporary Structure" means any structure that can be readily and <br />completely dismantled and removed from the site, such as a sign, table, <br />stage, tent, platform, sets, stand, bandstand, barrier, and fence. <br /> <br />W. "Tip" means a sum of money given to someone for performing a service; a <br />gratuity . <br /> <br />X. "Tent" means any temporary structure, enclosure or shelter constructed of <br />fabric or pliable material supported in any manner other than by air or the <br />contents it protects. <br /> <br />SECTION III. ADMINISTRATION <br />Authority of the Director of Community Development Services <br />The Director is authorized to develop and modify the rules and procedures for events at <br />Courthouse Square in the form of Administrative Guidelines, which may be modified at <br />anytime solely by the Director. The schedule of fees for events at Courthouse Square <br />shall be adopted by Council. The Director shall also take other actions as are <br />necessary to preserve Courthouse Square and public safety, including the prohibition or <br /> <br />Pagd of 12 <br />
