<br />restriction of certain activities to certain times and/or locations. Failure to obey any <br />directive issued by the Director pursuant to this section shall be a violation of this <br />Chapter. <br /> <br />Public Mav be Excluded Durina an Emeraencv or as Appropriate <br />In an emergency or when the Director, Chief of Police or authorized representative of <br />the City, determines that the public safety, or public health, or public interest demands <br />such action, the Square or rights of way may be closed to the public and all persons <br />may be excluded until the emergency has ceased, and upon the cessation thereof the <br />Square or portion thereof so closed shall again be reopened to the public by order of <br />proper authority. <br /> <br />Enforcement Powers of Peace Officers and City Personnel <br />Power and authority is given to the Director, Chief of Police or authorized representative <br />to eject and expel from the Courthouse Square any person who violates any of the <br />provisions of this chapter or any other law, ordinance or rule that may be in effect now <br />or may hereafter be passed or adopted for the regulation and government of the <br />Courthouse Square and surrounding sidewalks and streets. <br /> <br />SECTION IV. PERMITS <br />Purpose <br />The City requires permits for certain activities which occur in Courthouse Square to <br />protect the public's health, safety, and welfare by ensuring that (1) adequate resources <br />and services are provided for the event, (2) details of the proposed activity are provided <br />in order to establish perrnitrequirements; (3) the number and frequency of events are <br />managed; and (4) appropriate insurance is provided to relieve the City of liability from <br />any harm that may o~r. Policies and procedures for Courthouse Square events are <br />prescribed in the Courthouse Square Administrative Guidelines. <br /> <br />Permits Required for Events <br />A permit is required for any activity in the Courthouse Square under one or more of the <br />following circumstances: <br /> <br />1. The activity requires, or is reasonably likely to require, City services including <br />but not limited to: set up and/or clean up; police or fire protection; utilities such <br />as electricity or water; <br /> <br />2. The activity includes the placement of any temporary structure, including but <br />not limited to any sign, stage, booth, canopy, barrier, fence, table, chair, or <br />tent; <br /> <br />3. The activity includes, but is not limited to: <br />a. Fifty or more attendees; <br />b. Driving or placing vehicles (e.g., cars, trucks, vans) onto the Square; <br />c. Using amplified equipment, loud speaker, or other device ten decibels <br />above local ambient measured 100 feet from the Courthouse Square <br /> <br />Page 4 of 12 <br />
