ORDINANCE NO. 2331 ORDINANCE ADDING CHAPTER 38, ARTICLE VII TO THE MUNICIPAL CODE OF THE CITY OF REDWOOD CITY RELATING TO THE CROSS CONNECTION CONTROL PROGRAM ORDINANCE THE COUNCIL OF THE CITY OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: Section 1. Municipal Code Amendment. Article VII is hereby added to Chapter 38 of the City Code of the City of Redwood City to read as follows: "Article VII. 06/09/2008 <br /> 1. Testing: It shall be the duty of the customer-user at any premises where <br /> backflow prevention assemblies are installed to have certified inspections <br /> and operational tests made immediately upon the installation, repair or <br /> relocation of such assembly and at least once per year thereafter. <br /> 2. Inspection and Testing Costs. Certified inspections and operational tests <br /> shall be at the expense of the customer-user. <br /> 3. Repair Cost. Backflow prevention assemblies shall be repaired, <br /> overhauled, or replaced at the expense of the customer-user whenever <br /> said assemblies are found to be defective. <br /> 4. Record Keeping. Copies of records of such tests, repairs, and overhaul <br /> shall be kept by the customer-user for a period of three (3) years and shall <br /> be provided to the Director and maintained by the City for a period of no <br /> less than three (3) years. <br /> 5. Access. The Customer-user's system should be open for inspection and <br /> testing at all reasonable times, or in case of emergency at any time, to <br /> authorized representatives of the City to determine whether cross <br /> connections or other structural or sanitary hazards, including violations of <br /> these regulations, exist. <br /> B. Director Responsibilities. The Director shall have the following responsibilities: <br /> 1. It shall be the duty of the Director to see that certified inspections and <br /> operational tests are made in a timely manner. <br /> 2. At the Director's discretion, certified inspections and operational tests shall <br /> be performed by Public Works Services personnel or a contractor hired by <br /> the Director. <br /> 3. If the Director does not deem it appropriate for Public Works Services <br /> personnel to test the assembly, the Director shall notify each affected <br /> customer-user when it is time for the backflow prevention assembly <br /> installed on the customer-user system to be tested. This written notice <br /> shall give the customer-user thirty (30) days to have the backflow <br /> prevention assembly tested and the Director will make available the <br /> necessary form to be completed and submitted to the Director. <br /> 4. The Director shall send a second notice to each customer-user who does <br /> not have their backflow prevention assembly tested as prescribed in the <br /> first notice within the thirty (30) day period allowed.
