N O. 2018 JUN 25 1990 --------- ORDINANCE DETERMINING AND DECLARING WATER SHORTAGE EMERGENCY, ESTABLISHING REGULATIONS AND RESTRICTIONS ON THE DELIVERY AND CONSUMPTION OF WATER, AND ESTABLISHING PENALTIES FOR VIOLATIONS THEREOF THE COUNCIL OF REDWOOD CITY DOES ORDAIN, AS FOLLOWS: SECTION 1. FINDINGS AND DETERMINATIONS. The Council of Redwood City hereby finds and determines that: (a) Pursuant to agreement dated as of August 8, 1984, by and between the City of Redwood Ci ty, California, and the City and County of San Francisco, California, the City of Redwood City purchases water for municipal purposes and for resale to customers and users of its water system. <br />DES:d 05/17/90 (001/9) <br />DES:djk OS/21/90R <br />DES:djk 06/11/90R <br /> <br /> <br />landscaping expressly designed for reduced <br />("low-water") consumption. <br /> <br />(9) Restaurants - The service of water by any restaurant, <br />or other eating or refreshment establishment, to any <br />patron thereof except upon the specific request by a <br />patron for such service. <br />SECTION 6. EXCEPTIONS; ADJUSTMENTS. (a) New or Changed <br />Usage. For any premises to which water was not furnished during <br />the base year, or any portion thereof, and for any premises for <br />which a change in the type of occupancy has occurred from that <br />during any billing period of the base year, the Director shall, <br />at the time application for water service to such premises is <br />made, establish a standard quantity of water consumption to be <br />used in lieu of the actual amount of water furnished during <br />corresponding billing periods of the base year for purposes of <br />determining allotments pursuant to Section 5(a) hereof. "Change <br />in the types of occupancy" as used herein means a change in the <br />use of the premises from one type of usage permitted in the <br />zoning district within which the premises is located to another <br />type of usage, or to a different degree of the same usage <br />permitted in such district, or a change in the use of the <br />premises from one type of usage permitted in one zoning district <br />to another type of usage, or to a different degree of the same <br />usage permitted in a different zoning district. The standard <br />quantity of water to be established by the Director hereunder <br />shall be based upon the average consumption of users during <br />billing periods of the base year having similar consumption <br />characteristics to that of the new user to whom the standard is <br />to apply.
