The Council finds that the businesses and the <br />property within the Area will be benefited by the improvements and <br />activities funded by the assessments to be levied. <br /> SECTION 13. Downtown Improvement Area No. 2 is established <br />pursuant to Sect. ion 36500 of the Streets and Highways Code and <br />businesses within said Area shall be subject hereto and to any <br />amendments to this ordinance. <br /> SECTION 14.
