ORDINANCE AMENDING CHAPTER HEADING OF, AND ADDING ARTICLES I (COMPRISED OF AMENDED SECTIONS 17.1 - 17.5), AND II TO CHAPTER 17 OF THE CODE OF THE CITY OF REDWOOD CITY RELATING TO INTERFERENCE WITH ACCESS TO ANY LAWFUL BUSINESS AND PROTECTION AGAINST IMPEDING ACCESS TO HEALTH CARE FACILITIES, RESPECTIVELY THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. The chapter heading of Chapter 17 of the Code of the City of Redwood City is hereby amended to read as follows: "CHAPTER 17. "Interference With Access to Any Lawful Business and Protection Against Impeding Access to Health Care Facilities

Exceptions. <br /> Section 17.2 shall not apply in any of the following <br />instances: <br /> (1) When its application would interfere with or <br /> prevent peaceful labor picketing or other <br /> lawful labor activity; <br /> (2) When its application would interfere with or <br /> prevent the lawful exercisee of rights <br /> protected by the federal or state <br /> constitutions; <br /> (3) When its application would result in a <br /> violation of the Unruh Civil Rights Act or <br /> any other law which prohibits unlawful <br /> discrimination; <br /> (4) When its application would result in a <br /> violation of the provisions of Penal Code <br /> Section 365. <br /> "Section 17.4. Penalties. The penalties for violation <br />of Section 17.2 shall be as set forth in Section 1. 7 (b) of <br />this Code. <br /> "Section 17.5. Severability.
