DES:dft ~/21/95 (007/12) <br /> <br /> NOW, THEREFORE; <br /> <br /> THE COUNCIL OF THE CITY OF REDWOOD CITY, FOR ITSELF AND ON <br />BEHALF OF GENERAL IMPROVEMENT DISTRICT NO. 1-64, DOES ORDAIN AS <br />FOLLOWS: <br /> <br /> SECTION 1. This Council hereby finds, declares and <br />concludes as follows: <br /> <br /> a. The foregoing recitals are true and factual <br /> <br /> and are hereby incorporated herein. <br /> <br /> b. On January 9, 1995, at a public meeting of <br /> this Council, an informational study session <br /> was held by the Council regarding the history <br /> of proposed developments of the Property and <br /> the current proposal as described in the 1994 <br /> Specific Plan. <br /> <br /> c. On January 16, 1995, duly noticed public <br /> hearings were held on the question of <br /> approval of the 1994 Specific Plan and the <br /> 1995 Development Agreement, at which time all <br /> persons interested in the matters were heard, <br /> or afforded the opportunity to be heard <br /> thereon. <br /> <br /> d. This Council has reviewed and considered the <br /> information contained in the administrative <br /> record regarding development of the Property <br /> including, without limitation, the Proposed <br /> 1985 development and the 1985 Development <br /> Agreement, the EPA Studies and Conclusions, <br /> <br /> the Crain Study, the 1988 FEIR, the 1989 5 <br /> <br /> <br />
