ORDINANCE NO. 2088 ORDINANCE ESTABLISHING A TRANSPORTATION SYSTEM MANAGEMENT ("TSM") PROGRAM IN THE CITY OF REWOOD CITY; AND REPEALING ORDINANCE NO. 1991 THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. FINDINGS. The Council of the City of Redwood City hereby finds and determines that: (a) A significant increase in traffic has occurred in the City of Redwood City, the surrounding area and regionally, and the trend is anticipated to continue in the future. DES:djk 0 94/95 (028/9) <br /> <br /> personnel,, seasonal/temporary employees (working less than <br /> 90 days consecutively) and volunteers. <br /> <br /> (b) "Employer" shall mean any public or private <br /> employer, including the City, who or which has a permanent <br /> place of business in the City. "Employer" shall not include <br /> contractors or other business entities or businesses with no <br /> permanent place of business in the City. <br /> <br /> (c) "Inter-City Agreement" shall mean an agreement <br /> approved by the City and one or more other cities to <br /> establish an organization and procedures for governing a <br /> joint TSM program. <br /> <br /> (d) "Joint Powers Authority" shall mean that agency <br /> created under the "Joint Powers Agreement Establishing the <br /> Intercity Transportation System Management (TSM) Authority". <br /> <br /> (e) "Transportation System Management" ("TSM") shall <br /> mean a program to improve the movement of persons through <br /> better and more efficient use of the existing transportation <br /> system. <br /> <br /> SECTION 4. TSM COORDINATOR. A TSM Coordinator, employed by <br />the Joint Powers Authority, shall serve as staff in administering <br />the TSM provisions of this ordinance as provided in the <br />Inter-City Agreement. The TSM Coordinator's duties shall <br />include, but are not limited to, assisting employers in carrying <br />out TSM responsibilities, providing commute alternatives <br />assistance, preparing summary reports, and developing incentives <br />for employer participation in the TSM program. <br /> <br /> <br />
