APR 1 2 1982 ORDINANCE ADDING CHAPTER 41 TO THE CODE OF THE CITY OF REDWOOD CITY RELATING TO FLOOD ZONE DEVELOPMENT THE COUNCIL OF REDWOOD CITY DOES ORDAIN, AS FOLLOWS: SECTION 1. Chapter 41 is hereby added to the Code of the City of Redwood City, to read as follows: FLOOD ZONE MANAGEMENT "Section 41.1. Title. This chapter shall be known as the Flood Zone Management Ordinance of the City of Redwood City. "Section 41.2. Findings and Purpose. <br /> " (c) All new and replacement sanitary sewage systems shall <br /> be located, designed and constructed to minimize or <br /> eliminate infiltration of floodwaters into the systems <br /> and discharges from the systems into floodwaters. <br /> " (d) All new and replacement on-site waste disposal systems <br /> shall be located, designed and constructed to avoid <br /> impairment of them or contamination from them during <br /> flooding. <br /> "Section 41.10. Specific Standards for Zones A, AO and All. <br /> In addition to requirements set forth in Section 41.9, the follow- <br /> ing standards shall apply to permits for all developments within <br /> zones A, AO and AH. <br /> " (a) All new construction and substantial improvements of <br /> residential structures shall have the lowest habitable <br /> floor, including basement, at an elevation greater than <br /> the crown of the nearest street to or above the depth <br /> number specified in the FIRM. <br /> " (b) All new construction and substantial improvement of <br /> nonresidential structures shall: <br /> " (1) Have the lowest habitable floor, including base- <br /> ment, elevated above the crown of the nearest <br /> street to or above the depth specified on the <br /> FIRM; or <br /> " (2) Together with attendant utility and sanitary <br /> facilities, be completely floodproofed to or <br /> above that level, so that any space below that <br /> level is watertight with walls substantially <br /> impermeable to the passage of water and with <br /> structural components having the capability of <br /> resisting hydrostatic and hydrodynamic loads and <br /> effects of buoyancy. A registered professional <br /> engineer or architect shall certify that such <br /> floodproofing methods are adequate to withstand <br /> the flood depths, pressures, velocities, impact <br /> and uplift forces, and other factors associated <br /> with the base flood. <br /> "Section 41.11. Specific Standards for Zones AI-A3Q.. In <br /> addition to requirements set forth in Section 41.9, the follmving <br /> standards shall apply to permits for developments within areas <br /> designated as zones AI-A30: <br /> " (a) All construction or substantial improvement of any <br /> residential structures, excluding mobile homes, shall <br /> have its lowest habitable floor, including basement, <br /> at an elevation no lower than the base flood elevation. <br /> " (b) All construction or substantial improvement of any com- <br /> mercial, industrial or other nonresidential structure <br /> shall either: <br /> -5- <br />
