APR 1 2 1982 ORDINANCE ADDING CHAPTER 41 TO THE CODE OF THE CITY OF REDWOOD CITY RELATING TO FLOOD ZONE DEVELOPMENT THE COUNCIL OF REDWOOD CITY DOES ORDAIN, AS FOLLOWS: SECTION 1. Chapter 41 is hereby added to the Code of the City of Redwood City, to read as follows: FLOOD ZONE MANAGEMENT "Section 41.1. Title. This chapter shall be known as the Flood Zone Management Ordinance of the City of Redwood City. "Section 41.2. Findings and Purpose. <br /> " (1) Have its lowest habitable floor, including <br /> basement, at an elevation no lower than the <br /> base flood elevation; or <br /> " ( 2) Together with attendant utility and sanitary <br /> facilities, be designed so that below the base <br /> flood level the structure is watertight with <br /> walls substantially impermeable to the passage <br /> of water and with structural components having <br /> the capability of resisting hydrostatic and <br /> hydrodynamic loads and effects of buoyancy. A <br /> registered professional engineer or architect <br /> shall certify that such floodproofing methods are <br /> adequate to withstand the flood depths, pressures, <br /> velocities, impact and uplift. <br /> "Section 41.12. Specific Standards for Zones Vl~30.. ( a) In <br /> --- <br /> addition to requirements set forth in Section 41.9, the following <br /> standards shall apply to permits for developments within areas <br /> designated as zones VI-V30: <br /> " (1) All structures shall be located landward of the <br /> reach of the mean high tide. <br /> " (2) All structures shall be elevated so that the <br /> ImiTest supporting member lS at an elevation no <br /> lower than the base flood level, with all spaces <br /> below the lowest supporting member open so as <br /> not to impede the flow of water, except for <br /> breakaway walls, as allowed in Section 41.l2(b). <br /> " ( 3) All buildings and structures shall be securely <br /> anchored on pilings or columns, which shall be <br /> designed and anchored so as to withstand all <br /> applied loads of base flood flmv. <br /> " ( 4) There shall be no fill used as structural support. <br /> " (b) Breakaway walls may be allowed below the base flood ele- <br /> vation; provided, that they are not part of the struc- <br /> tural support of the building and that they are designed <br /> so as to break away under abnormally high tides or wave <br /> action, without damage to the structural integrity of <br /> the building and its support. Areas enclosed by break- <br /> away walls shall not be used for human habitation. <br /> " (c) No mobile home shall be allowed to be located within <br /> this zone. <br /> " (d) Compliance with applicable standards contained in this <br /> chapter shall be certified by a registered professional <br /> engineer or architect. <br /> "Section 41.13.
