APR 1 2 1982 ORDINANCE ADDING CHAPTER 41 TO THE CODE OF THE CITY OF REDWOOD CITY RELATING TO FLOOD ZONE DEVELOPMENT THE COUNCIL OF REDWOOD CITY DOES ORDAIN, AS FOLLOWS: SECTION 1. Chapter 41 is hereby added to the Code of the City of Redwood City, to read as follows: FLOOD ZONE MANAGEMENT "Section 41.1. Title. This chapter shall be known as the Flood Zone Management Ordinance of the City of Redwood City. "Section 41.2. Findings and Purpose. <br /> 41.11 or 41.12, the following standards shall apply to permits <br /> for all mobile homes within areas of special flood hazard: <br /> " (a) Within zones A, A-O and AI-A30all mobile homes shall <br /> be anchored to resist flotation, collapse or lateral <br /> movement by providing at least the following: <br /> " ( 1) Over-the-top ties at each of the four corners <br /> of the mobile home, with two additional ties <br /> per side at intermediate locations for mobile <br /> homes of fifty feet or longer, or one additional <br /> tie per side for mobile homes which are less than <br /> fifty feet long. <br /> " (2) Frame ties at each corner of the mobile home, <br /> with five additional ties per side at intermedi- <br /> ate locations for all mobile homes of fifty feet <br /> or longer or four additional ties per side for <br /> mobile homes which are less than fifty feet long. <br /> " ( 3) Any additions to the mobile home shall be similarly <br /> anchored. <br /> " ( 4) All components of the anchoring system shall be <br /> capable of withstanding a force of four thousand <br /> eight hundred pounds. <br /> " (b) The following standards shall apply within zones AI-A30 <br /> only to permits for construction of new mobile home <br /> parks and subdivisions; for expansion of existing mobile <br /> home parks and subdivisions; for repair, reconstruction <br /> or improvement of the streets, utilities and pads in <br /> existing mobile home parks and subdivisions where such <br /> alterations are of a value of at least fifty percent <br /> of the value of the streets, utilities and pads before <br /> such repair, reconstruction or improvement commenced; <br /> and for mobile homes not placed in a mobile home park <br /> or subdivision: <br /> " (1) Mobile home stands or lots shall be elevated on <br /> compacted fill or on pilings so that the lowest <br /> floor of the mobile home is at an elevation no <br /> less than the base flood level. <br /> " (2) Adequate surface drainage and access for a hauler <br /> shall be provided; and <br /> " (3) In the instance that the mobile home is placed <br /> on pilings: <br /> " ( i) The lot on which the mobile home is placed <br /> shall be large enough to allow steps. <br /> " (ii) The piling foundation shall be placed in <br /> stable soil and no more than ten feet <br /> apart; and <br /> " (iii) Reinforcement shall be provided for pil- <br /> ings more than six feet above ground level. <br /> -7- <br />
