expenditure required by law, the City Council may, upon the adoption of 2/3rds vote of the members present at any regular, adjourned or special meeting, or a resolution stating the facts constituting the emergency, make the expenditure necessary to meet such emergency. All emergency expenditures shall be paid by warrant or check from any fund properly chargeable therewith and the Director of Finance is hereby authorized and directed to pay such warrants. SECTION 6. Disposition of Unexpended Unencumbered Monies in Funds at Close of Fiscal Year. All unexpended and unencumbered General Fund balances at the close of Fiscal Year June 30, 1982, other than that amount appropriated pursuant to Section 5 herein are hereby appropriated to the General Fund program "Resources Held in Reserve" for expenditure during the Fiscal Year July 1, 1982 - June 30, 1983. All unexpended and unencumbered balances in all funds other than the General Fund as of the close of Fiscal Year June 30, 1982, are hereby appropriated to those same funds for purposes of expenditures during the Fiscal Year July 1, 1982 - June 30, 1983. SECTION 7. Amended Disposition of Proceeds Collected Under Article I, Chapter 32, Code of the City of Redwood City. A sum not to exceed Three Million One Hundred Thirty-Eight Thousand Seven Hundred Thirty-Five and No/lOa Dollars ($3,138,735.00) , is hereby appropriated and transferred from the Capital Outlay Fund for expenditure during the Fiscal Year July 1, 1982 - June 30, 1983. To the extent provided herein, this section shall be deemed to be an amendment of Section 32.15 of the Code of the City of Redwood City for the Fiscal Year July 1, 1982 - June 30, 1983, only. SECTION 8. Budgets for General Improvements Districts No. 1-64, No. 2-65, and No. 3-65. There are hereby adopted as the budgets for General Improvement Districts No. 1-64, No. 1-65, No. 2-65, and No. 3-65, for the Fiscal Year July 1, 1982 - June 30, 4 1861 --.~.,-
