In the event this Article, or any tax <br /> imposed pursuant thereto is repealed, amounts of any taxes <br /> collected for any billing period or periods subsequent to said <br /> repeal shall be refunded to service users by the City. <br /> "Section 32.517. Maximum Utility Users Tax Payable. No <br /> service user shall be required to pay the combined amount of <br /> the taxes imposed pursuant to this Article in excess of Fifty <br /> Thousand Dollars ($50,000.00) per year. <br /> "Any service user who pays the maximum utility users tax <br /> imposed by the City may, with the permission of the Director, <br /> pay the tax in equal monthly installments directly to the City. <br /> "The Director shall inform all service suppliers of <br /> the names and locations of all service users making payments <br /> directly to the City. <br /> "Section 32.518. Penalties.
