1 871 OR\G\NI\L ORDINANCE ADDING ARTICLE VII TO CHAPTER 32 OF THE REDWOOD CITY CODE ESTABLISHING A UTILITY USERS TAX; PROVIDING FOR THE COLLECTION THEREOF, PENALTIES FOR NON-PAYMENT AND DELINQUENCY THEREOF, REMEDIES, AND ENFORCEMENT PERTAINING THERETO THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. Article VII is hereby added to Chapter 32 of the Code of Redwood City to read as follows: "ARTICLE VII. UTILITY USERS TAX. "Section 32.500. Short Title. The City Council shall review the tax rates <br /> imposed pursuant to Article VII of Chapter 32 of the Code of Redwood <br /> City enacted pursuant to this ordinance annually in connection with <br /> consideration of the City's annual budget. The City Council may, as <br /> it deems appropriate, increase, reduce or eliminate any or all of <br /> the taxes imposed by said Article; provided, however, that nothing <br /> herein contained shall be deemed a limitation upon the Council <br /> otherwise to amend, revise or repeal said Article, or any of the <br /> provisions thereof. " <br /> SECTION 3. If any section, subsection, subdivision, paragraph, <br /> sentence, clause or phrase of this ordinance, Article VII of Chapter <br /> 32 of the Code of Redwood City enacted pursuant hereto, or any part <br /> of said ordinance or Article is for any reason held to be <br /> unconstitutional, such holding shall not affect the validity of the <br /> remaining portions of this ordinance or said Article. The Council <br /> hereby declares that it would have passed each section, subsection, <br /> subdivision, paragraph, sentence, clause or phrase thereof, <br /> irrespective of the fact that anyone or more sections, subsections, <br /> subdivisions, paragraphs, sentences, clauses or phrases be declared <br /> unconstitutional. <br /> SECTION 4.
