The term of office for each member of <br />the senior affairs commission shall be four ( 4) years expiring on <br />April 30 in the fourth year; provided however, that appointments <br />to such terms shall be made such that not more than two (2 ) such <br />terms expire in anyone year. <br /> "Section 2.132. The general objectives of the senior <br />affairs commission shall be to encourage, foster, facilitate, <br />establish and maintain programs for the enhancement of all <br />matters relating to the social, economic, and personal well being <br />of the senior population of the city. <br /> "Section 2.133. To achieve the general objectives of <br />the senior affairs commission as set forth in the immediate <br />preceding section, its powers and duties shall be as follows: <br /> "(a) To recommend to the councilor manager the <br /> establishment of programs by the city for senior <br /> citizens in the city, and the establishment of <br /> programs which encourage and stimulate the development <br /> and maintenance of senior programs and services <br /> furnished by others in the city, and to review <br /> periodically such programs as are so established. <br /> " (b) To review and make recommendations to the council <br /> and manager regarding the funding of senior programs <br /> and services that operate within the city for the <br /> benefit of the senior population of the city. <br /> " (c) Upon request therefor, to advise the council and <br /> other boards and commissions of the city regarding any <br /> matter affecting the city's senior citizen population. <br /> "Section 2.134.
