Not more than forty-five (45) days <br />after filing of the fully completed application required by this <br />article for the certificate of public necessity and convenience, <br />the City Council shall hold a public hearing thereon for the <br />purpose of determining whether the public convenience and <br />necessity require the proposed taxicab service. The City Clerk <br />shall fix the time for the public hearing and shall notify the <br />applicant thereof no less than ten (10 ) days prior to such <br />hearing. No certificate shall be granted until the Council <br />shall, after the hearing, declare by resolution that the public <br />convenience and necessity require the proposed taxicab service. <br /> "Section 33.5. Notice of the time and place of the <br />public hearing required by the preceding section before the City <br />Council shall be published twice in a newspaper of general <br />circulation in the city; the second publication to be not less <br />than five days before the hearing; the cost of the publication to <br />be at the expense of the applicant. <br /> "Section 33.6.
