Residential <br /> Parking Permits shall be issued by the Director of Finance. <br /> Parking permits may be issued to an owner or resident of <br /> property within a Residential Parking Permit Area or to a <br /> guest of such an owner or resident duly authorized by the <br /> owner or resident to apply for a Residential Parking Permit, <br /> provided, that a Residential Parking Permit shall only be <br /> issued to an owner, resident, or guest who has a motor <br /> vehicle currently registered in his or her name, or who has <br /> lawful possession of a motor vehicle for his or her <br /> exclusive use and/or which is under his or her control. Not <br /> more than one Residential Parking Permit shall be issued for <br /> any motor vehicle. The Director may establish rules and <br /> regulations necessary or appropriate to carry out the <br /> purpose of this division. The Director shall require each <br /> applicant for a Residential Parking Permit to establish <br /> proof of residency and vehicle ownership, possession or <br /> control in compliance with this division. <br /> "Section 20.202. Duration and Limit on Number of <br /> Permits to be Issued. There shall be no more than three <br /> permits issued to any residential address within a <br /> Residential Permit Parking Area. A separate application <br /> shall be filed for each motor vehicle.
