JAH:djr- 11/28/89 (011/#8) <br />e) To enhance major thoroughfares to provide a quality <br />design identity and smooth, safe circulation. <br />f) To replan, redesign and develop vacant, <br />underutilized and underdeveloped areas which are stagnant or <br />improperly utilized. <br />g) To encourage investment by the private sector in <br />the development of the Amendment Area by eliminating impediments <br />to such development and redevelopment. <br />h) To provide for increased sales, business license, <br />hotel occupancy and other fees, taxes and revenues to the City <br />and other taxing bodies. <br />i) To establish and implement performance criteria to <br />assure high standards for site design, environmental quality and <br />other design elements which provide unity and integrity to the <br />entire Project. <br />j) To promote and create new local employment <br />opportunities. <br />k) To encourage uniform and consistent land use <br />patterns. <br />1) To provide a pedestrian and vehicular circulation <br />system which is coordinated with land uses and densities and <br />adequate to accommodate projected traffic volumes. <br />m) To provide adequate off-street parking to serve <br />current and future uses within the Amendment Area. <br />SECTION 3.
