JAH:djrm 11/28/89 (011/#8) <br />considered all evidence and testimony presented for or against <br />any and all aspects of the Second Amendment and has made written <br />findings in response to each written objection of an affected <br />property owner or taxing entity; <br />NOW, THEREFORE, <br />THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: <br />SECTION 1. The legal description of the boundaries of the <br />Project Area as amended by the First Amendment is contained in <br />Ordinance Numbers 1862 and 1911 of the City of Redwood City. <br />SECTION 2. The purposes and intent of the City Council with <br />respect to the Amendment Area are to accomplish the following: <br />a) To eliminate and prevent the spread of blight and <br />deterioration and to redevelop the Amendment Area in accordance <br />with the General Plan, specific plans, the Redevelopment Plan and <br />local codes and ordinances. <br />b) To expand and upgrade the community's supply of <br />housing, including opportunities for low -and moderate -income <br />households. <br />c) To eliminate or ameliorate certain environmental <br />deficiencies, including substandard vehicular circulation systems <br />and other similar public improvements, facilities and utilities <br />deficiencies adversely affecting the Amendment Area. <br />d) To achieve an environment reflecting a high level <br />of concern for architectural, landscape, and urban design and <br />land use principles appropriate for attainment of the objectives <br />of the Redevelopment Plan. <br />5 <br />2007 <br />
