under the direction of the City Librarian; provided, that funds shall not be <br />appropriated for said purpose prior to the fiscal year July 1, 1996, June 30, 1997; <br />and provided, further, that said funds shall not be expended unless and until <br />grants and donations in the aggregate amount of $300,000 in support of said <br />Library/Media Program have been received or committed. <br /> <br /> 3. In accordance with the provisions of paragraph 2 hereof, the <br />endorsement and support of the Library/Media Center Program provided <br />hereunder is expressly contingent upon community support thereof evidenced by <br />contributions, grants, donations and/or other commitments of funds or in kind, <br />supporting and making economically viable the Redwood City School District <br />Library/Media Center Program. <br /> <br /> 4.
