b. Cover all haul trucks transporting soil, sand, or other loose material off- <br />site. <br />c. Remove all visible mud or dirt track -out onto adjacent public roads using <br />wet power vacuum street sweepers at least once per day. Dry power <br />sweeping is prohibited. <br />d. Limit speeds of all vehicle on unpaved roads to 15 mph. <br />e. Pave all roadways, driveways, and sidewalks as soon as possible. <br />Building pads shall be laid as soon as possible after grading unless <br />seeding or soil binders are used. <br />f. Minimize idling times either by shutting equipment off when not in use <br />or reducing the maximum idling time to 5 minutes (as required by the <br />California airborne toxics control measure Title 13, Section 2485 of <br />California Code of Regulations [CCR]). Provide clear signage for <br />construction workers at all access points. <br />g. Maintain and properly tune all construction equipment in accordance <br />with manufacturer's specifications. All equipment shall be checked by a <br />certified visible emissions evaluator. <br />h. Post a publicly visible sign with the telephone number and person to <br />contact at the lead agency regarding dust complaints. This person shall <br />respond and take corrective action within 48 hours. The Air District's <br />phone number shall also be visible to ensure compliance with <br />applicable regulations. <br />60. Noise and Vibration — The applicant shall incorporate the following within the <br />construction drawings per the site-specific Noise Assessment Study for the Planned <br />Townhouse Development, Edward L. Pack Associates, Inc., May 12, 2016 <br />[SDR][PLANNING] <br />a. The following additional precautionary measures are required to assure <br />the greatest potential for exterior -to -interior noise attenuation by the <br />recommended mitigation measures. These measures apply at those <br />units where closed windows are required. <br />i. If any penetrations in the building shell are required for vents, <br />piping, conduit, etc., sound leakage around these penetrations <br />can be controlled by sealing all cracks and clearance spaces <br />with a non- hardening caulking compound. <br />ii.
