b. Maintain closed at all times all windows and glass doors of the project <br />facing north, east or south at all floors. Install windows and glass doors <br />rated minimum Sound Transmission Class (STC) 34 at Units 1, 2, 9 and <br />10. Install windows and glass doors rated minimum STC 31 at Units 3- <br />8, as shown on Figure 1. Provide some type of mechanical ventilation <br />per the Mechanical Code requirements. The project entry doors are <br />exempt from these recommendations. <br />c. When windows are kept closed for noise control, they are to be operable, <br />as the requirement does not imply a "fixed" condition. In addition, some <br />form of mechanical ventilation which brings in fresh air from the outside <br />of the unit must be provided. All other windows of the development and <br />all bathroom windows may use any type of glazing and may be kept <br />open as desired. <br />d. In addition to the required STC ratings, the windows and glass doors <br />shall be installed in an acoustically -effective manner. To achieve an <br />acoustically- effective window and glass door construction, the sliding <br />window and glass door panels must form an air -tight seal when in the <br />closed position and the window and glass door frames must be caulked <br />to the wall opening around their entire perimeter with a non -hardening <br />caulking compound to prevent sound infiltration. <br />e. The acoustical test report of all sound rated windows and glass doors <br />should be reviewed be a qualified acoustician to ensure that the chosen <br />windows and glass doors will adequately reduce traffic noise to <br />acceptable levels. Certification Letter — Prior to issuance of building <br />permits, the applicant shall submit a certification letter from the <br />acoustical consultant verifying that the building permit plans, as <br />proposed, comply with the measures required by the Noise Assessment <br />Study for the Planned Townhouse Development, Edward L. Pack <br />Associates, Inc., May 12, 2016 and the applicable requirements and <br />standards of the General Plan Public Safety Element — Noise. The <br />applicant shall submit a subsequent Noise Assessment Study and/or <br />modify the building permit plans to meet the applicable requirements <br />and standards of the General Plan Public Safety Element — Noise if <br />determined necessary by the Director of Community Development. <br />61. Work Stoppage for Sensitive Cultural Resources — In the event sensitive cultural <br />resources are identified, work shall stop. <br />a. If deposits of prehistoric or historic archeological materials are <br />encountered during project construction activities, all work within an <br />appropriate buffer area around the discovery shall be stopped and a <br />qualified archeologist meeting federal criteria under 36 CFR 61 shall be <br />contacted to assess the deposit(s) and make recommendations. <br />b.
