ANALYSIS The extension of water and sewer services outside jurisdictional boundaries is not a frequent occurrence. The occasional addition of a residential connection is not anticipated to have any significant impact on the City's total water and sewer capacity allotment. Staff recommends that the City request LAFCO's approval to extend water and sewer services outside the City's jurisdictional boundaries to 1462 Edgewood Road pursuant to Government Code Section 56133. LAFCO requires Council's authorization, by resolution (Attachment A), of requests made for new services. The water and sewer service connections for the proposed single-family residence at 1462 Edgewood Road are subject to the following conditions and fees: 1. LAFCO approval of the application for the proposed water and sewer service connections; 2. Property owner's payment of LAFCO fees; 3. Property owner's payment of all applicable City fees, including connection fees associated with providing proposed water and sewer services, after approval of the construction drawings by the San Mateo County Building Department and upon application for new water and sewer connections and services; 4. Property owner's payment of the City's water and sewer service connections annexation fees; 5. Property owner's installation, or payment for the City to install, a new water and sewer service line; 6. Property owner's acceptance of responsibility for the design, construction, and connection of any water main modifications or extensions necessary to provide adequate flow for domestic use and fire suppression, in accordance to City Code Section 38.26 and as determined by the City; 7. Property owner's acceptance of responsibility for the design, construction, and connection of any sewer main modifications or extensions necessary to provide adequate sewage flow and in accordance to City Code Chapter 27 (Sanitary Sewerage Facilities) and as determined by the City; 8. Property owner's payment of the fees for any construction permit in connection with improvements for new water and sewer services, and shall pay associated costs for plan review and inspections; 9. Property owner's adherence to all the review comments and conditions of service stated by the City; and 10. Property owner's submission of the signed Declaration of Restriction to the City, and recordation of said Declaration with the County of San Mateo.
