While the City is not a party to the Declaration, it is <br />included as Attachment B as it would implement a condition of approval. <br />ANALYSIS <br />The extension of water and sewer services outside jurisdictional boundaries is not a frequent occurrence. <br />The occasional addition of a residential connection is not anticipated to have any significant impact on the <br />City's total water and sewer capacity allotment. <br />Staff recommends that the City request LAFCO's approval to extend water and sewer services outside the <br />City's jurisdictional boundaries to 1462 Edgewood Road pursuant to Government Code Section 56133. <br />LAFCO requires Council's authorization, by resolution (Attachment A), of requests made for new services. <br />The water and sewer service connections for the proposed single-family residence at 1462 Edgewood <br />Road are subject to the following conditions and fees: <br />1. LAFCO approval of the application for the proposed water and sewer service connections; <br />2. Property owner's payment of LAFCO fees; <br />3. Property owner's payment of all applicable City fees, including connection fees associated with <br />providing proposed water and sewer services, after approval of the construction drawings by the <br />San Mateo County Building Department and upon application for new water and sewer <br />connections and services; <br />4. Property owner's payment of the City's water and sewer service connections annexation fees; <br />5. Property owner's installation, or payment for the City to install, a new water and sewer service <br />line; <br />6. Property owner's acceptance of responsibility for the design, construction, and connection of any <br />water main modifications or extensions necessary to provide adequate flow for domestic use and <br />fire suppression, in accordance to City Code Section 38.26 and as determined by the City; <br />7. Property owner's acceptance of responsibility for the design, construction, and connection of any <br />sewer main modifications or extensions necessary to provide adequate sewage flow and in <br />accordance to City Code Chapter 27 (Sanitary Sewerage Facilities) and as determined by the City; <br />8. Property owner's payment of the fees for any construction permit in connection with <br />improvements for new water and sewer services, and shall pay associated costs for plan review <br />and inspections; <br />9. Property owner's adherence to all the review comments and conditions of service stated by the <br />City; and <br />10.
