6.B. - Page 8 of 44 <br />Any Bidder may withdraw his other bid by written request (addressed to the City Contact), prior <br />to the Bid Submission due date. <br />7. INTERPRETATION <br />If a prospective Bidder is in doubt of the true meaning of any part of this "Notice Inviting Sealed <br />Bids" or finds discrepancies in, or omissions in the same, the Bidder may submit to the City a <br />written request for an interpretation or a correction thereof. Any interpretations or correction of <br />the proposed documents will only be made by an addendum sent via email from the City to each <br />person receiving a set of bid documents. Such addendum shall be considered a part of the contract. <br />8. NEW MATERIAL; ACCEPTABLE <br />The unit(s) herein specified shall be constructed throughout of new parts and materials, which shall <br />have seen no service other than that necessary for factory tests, unless otherwise allowed in the <br />Bid Specification. Items purchased hereunder will be subject to final inspection and acceptance at <br />delivery destination as set forth in this Notice Inviting Sealed Bids. <br />9. STANDARD EQUIPMENT <br />Vehicle(s) proposed by the Bidder must be equipped with the manufacturer's equipment and <br />accessories which are included as standard in the advertised and published literature for that unit <br />(from the manufacturer). No such item shall be removed because it was not specified in this Notice <br />Inviting Bids. To promote fairness in competition, items offered as standard equipment by a <br />particular manufacturer, but not recognized as such by the industry, should be clearly noted in the <br />bid submission. An option to delete those items at an offered price, may be included with the bid <br />submission. <br />10. LOWEST RESPONSIBLE BIDDER <br />In order to promote the policy declared above, contracts will be awarded only to such Bidders as <br />are determined to meet the following qualifications of lowest responsible Bidder. <br />The award may be to the lowest responsible Bidder or other Bidder. In determining who the award <br />is to be made, the awarding authority may consider, in addition to the Submitted Bid received, the <br />experience of the Bidder for the particular service sought, the quality of work that the Bidder has <br />done, the quality of the product or materials provided by the Bidder, the ability of the Bidder to <br />complete the project in a timely manner, the safety compliance record of the Bidder, and the <br />insurance carried by the Bidder. <br />11.
