6.D. - Page 2 of 30 <br />The Grand Jury Report provides eleven findings and four recommendations requiring responses from City <br />Councils of the cities in San Mateo County and the San Mateo County Board of Supervisors. The findings <br />and recommendations are outlined in the response letter staff has prepared and attached to this staff <br />report. <br />ANALYSIS <br />Staff has reviewed the Grand Jury's findings and recommendations and has prepared a letter for the <br />Mayor's signature that responds to the Grand Jury Report. The response demonstrates that the City is <br />generally supportive of conducting a review of the fleet procurement policies, obstacles to fleet <br />conversion, and programs that could facilitate the analysis and procurement of electric vehicles. <br />Of the eleven findings in the Grand Jury Report, findings F1, F2, F4, F5, F6, and F7 do not apply to the City <br />of Redwood City. Staff recommend that the City agree with finding F3 as to the data related to the City of <br />Redwood City and agree with findings F8, F9, F10, and F11. <br />The City is also required to report action on the four recommendations in the Grand Jury Report. Staff <br />propose that Recommendations 1 and 2 would be completed by March 31, 2020 as requested. These <br />recommendations require a review of fleet procurement policy regarding electric vehicles and an analysis <br />of the obstacles to the implementation of an EV government fleet procurement policy. Recommendations <br />3 and 4 have already been completed by the City. With respect to Recommendation 4, the City became a <br />member of the Climate Mayors EV Purchasing Collaborative on March 7, 2019, prior to the release of the <br />Grand Jury Report. <br />FISCAL IMPACT <br />There is no anticipated fiscal impact from responding to the Grand Jury Report. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />72 <br />
