Staff and consultant time for such review typically is reimbursed by the applicant, but <br />spending staff time on these efforts means that those staff are not able to spend time on long term <br />planning efforts such as updating the General Plan. Additionally, even when short term resources such as <br />consultants or contract workers are brought in, they must coordinate with existing staff to ensure <br />consistency with local policies and practices. <br />Currently, staff resources are fully committed and existing resources are not sufficient to move forward <br />with the recommendations in this report. After receiving City Council feedback on November 4, 2019 to <br />the proposed approach to visioning, staff will return to the January 27, 2020 City Council meeting with a <br />summary of the Council direction from this meeting and provide a community visioning timeline. The <br />update in early 2020 will detail anticipated staffing and financial resources to implement the Council's <br />recommendations.
