8.A. - Page 6 of 12 <br />• Multiple pathways to participation: As with the Home for All effort, outreach and engagement <br />activities could include community conversations, pop-up events, and surveys, as well as <br />facilitated discussions with members of boards and commissions, Neighborhood Associations, <br />public agencies, other stakeholders, and City staff. <br />• Data and information: Share quantifiable information such as ongoing rail planning efforts <br />(Caltrain Business Plan, Dumbarton Transit Plan, Broadway Streetcar Feasibility Study, Transit <br />Center Redesign Study), multimodal connectivity to downtown, downtown parking availability, <br />roadway intersection level -of -service (LOS), vehicle miles traveled (VMT) patterns, downtown <br />parks site assessment and feasibility, and economic and social indicators to help address <br />qualitative impressions and perceptions of the downtown and Central Redwood City. <br />• Community engagement outcomes report: Describe the outcomes and findings of all aspects of <br />the visioning and engagement process and conduct outcome discussions with the Planning <br />Commission and City Council. <br />The visioning process would be followed by environmental studies and amendments to the General Plan <br />and Zoning Ordinance, including potentially creating a new document to guide future development in this <br />area. The rail planning review would begin in 2020, with land use planning to follow later in the year or in <br />early 2021. <br />C. Resources Required to Undertake Community Visioning <br />Land use and transportation planning falls primarily on the Community Development and Transportation <br />Department, which currently is supporting numerous significant initiatives including several major <br />planning entitlement applications and development of neighborhood design guidelines (community- <br />based standards for neighborhood development) as directed by the City Council.
