8.A. - Page 5 of 12 <br />City -Led Initiatives Initiatives Led by Other Public Agencies <br />Hetch Hetchy reservoir by increasing use of <br />recycled water and increasing the efficiency of <br />water used within buildings, and to increase the <br />reliability of the sanitary sewer system through <br />improved infrastructure. <br />B. Recommended approach for launching a City -led visioning process to establish a new land use vision <br />for Central Redwood City <br />The Community Visioning Process would be a City -led process seeking substantial community input <br />to establish a new land use vision for the downtown and "Central Redwood City" area — roughly <br />bounded by Veteran's Boulevard, Whipple Avenue, EI Camino Real, and Woodside Road. This process <br />would be informed by numerous factors, including: <br />• Reviews of future land use to meet current and projected community needs, <br />• Climate adaptation planning, <br />• Consideration of commercial and residential densities, <br />• Council -adopted policies and initiatives as described above, <br />• Economic drivers and impacts (both on the community and on the City) associated with <br />development, <br />• Place making, <br />• Social equity, and <br />• Utility and infrastructure needs. <br />Staff anticipates that the visioning process approach would be similar to the approach taken in the Home <br />forAll initiative, inviting a wide range of people to come together to share perspectives, listen and develop <br />a common understanding of challenges and opportunities. Key elements for the community visioning and <br />engagement include: <br />• Developing a new plan for Central Redwood City: Prepare visioning and engagement goals and <br />objectives to establish a new vision, goals and geographic boundaries for Downtown and Central <br />Redwood City (potentially bounded by EI Camino Real, Whipple Road, Veteran's Boulevard and <br />Woodside Road). <br />• Framing the community visioning: Evaluating existing conditions and context. How has the study <br />area changed since the adoption of the DTPP in 2011? What has worked from a land development <br />standpoint and what has not? "What does Downtown and Central Redwood City physically look <br />like in 10 years from now?" <br />• Inclusivity: Every effort will be made to develop an inclusive process; community voices should <br />include all stakeholders and be representative of all members of our community. Additionally, <br />staff will work with the chosen consultant to reach underrepresented groups who do not typically <br />participate in the planning process.
