6.C. - Page 2 of 53 <br />When conducting market research, staff sought out available alternative fuel vehicle options. However, <br />there were no alternatives available at this time for this specific class of vehicle. <br />On September 13, 2019, a Notice Inviting Bids (NIB) was released for the "Supply of One (1) New Model <br />Year Gasoline ADA Paratransit Turtle Top Window Van Built on Ford/Chevrolet Chassis or Preapproved <br />Equal." Following the bid closing on October 1, 2019, two bids were received. <br />The received bids are summarized in the table below: <br />Name of Bidder <br />Total <br />Nation Bus Sales <br />$79'702 <br />(St. Augustine, FL) <br />Towne Ford <br />(Redwood City, CA) <br />$77,116.02 <br />Proposed Unapproved Alternative <br />Of the two bids received, only Nation Bus sales of St. Augustine Florida responded accurately to the NIB <br />submitting a bid that was reflective of the specifications outlined in the NIB. Towne Ford's bid was <br />proposed with an "alternate solution" citing a "High Roof Ford Transit Van" rather than the specified <br />"Turtle Top Window Van." The NIB calls for a "preapproved equal" for consideration; Towne Ford did not <br />receive preapproval from the City prior to the submission deadline that this was an acceptable alternative <br />to the specification. Therefore recommended action is to award the bid to National Bus Sales as they are <br />the lowest responsive and responsible bidder. <br />FISCAL IMPACT <br />Funds in the amount of $79,702 are available in the FY 2019-20 Equipment Replacement Fund Budget for <br />the purchase of one (1) new, 2020 model year ADA Accessible Van.
