<br />ATTACHMENT A <br />SCOPE OF WORK AND SCHEDULE <br />Transportation Impact Analysis for the <br />East Bayshore Auto Dealership Project <br /> <br />The proposed project involves the redevelopment of two parcels (project site) located at 557 East <br />Bayshore Boulevard in Redwood City, California. The project site is approximately 14.3 acres in size <br />and is currently occupied by the Century Park 12 cinema complex and its associated parking lot. <br />The proposed project includes demolition of the theater complex and redevelopment of the site with <br />three automobile dealerships. Each of three individual automobile dealerships would consist of a <br />structure containing automobile display space; sales and administrative offices and functions; automobile <br />service bays and associated parts/equipment storage and car wash areas; and vehicle inventory storage <br />(parking). Each dealership would also include customer and employee parking areas. The purpose of <br />this analysis will be to evaluate the potential impacts of the proposed project on the surrounding <br />transportation system and to identify improvements or policies to mitigate those impacts where <br />feasible. <br /> <br />The traffic impacts will be evaluated foll()wing guidelines of the City of Redwood City and the San <br />Mateo City/County Association of Governments, which is the congestion management agency <br />(CMA) for San Mateo County. City Staff has preliminarily identified 9 key intersections to be included <br />in the transportation impact analysis. These intersections are the following: <br /> <br />1. East Bayshore Boulevard/Site Access Drive <br />2. Winslow Street-Industrial RoadlWhipple Avenue <br />3. Veterans Boulevard-U.S. 101 Southbound Off-Ramp/Whipple Avenue <br />4. U.S. 101 Northbound Off-RamplWhipple Avenue <br />5. East Bayshore Boulevard/Bair Island Road <br />6. Blomquist Street/Maple Street <br />7. Blomquist Street-East Bayshore Boulevard/Seaport Boulevard) <br />8. EI Camino Real/Whipple Avenue <br />9. Veterans BoulevardlWoodside Road <br /> <br />The operations of the study intersections will be evaluated during the morning (AM) and evening <br />(PM) peak hours. The study intersections will be evaluated for the following scenarios: <br /> <br />Scenario 1: Existing Conditions - Existing volumes obtained from counts. <br /> <br />Scenario 2: Background Conditions - Existing volumes plus traffic from approved but not <br />yet constructed developments in the area. This scenario forms the basis <br />against which project impacts are determined. <br /> <br />Scenario 3: Project Conditions - Scenario 2 background volumes plus net traffic <br />generated by the proposed development. <br /> <br />Scenario 4: Cumulative Conditions - Project Conditions volumes plus traffic associated <br />with other pending developments in the area. Alternatively, an annual <br />growth factor may be used to estimate Cumulative Conditions volumes. <br /> <br />The tasks to be conducted in the analysis are the following: <br /> <br />Task 1 - Prepar.e Trip Estimates and Finalize Scope of Work <br /> <br />The amount of traffic generated by the proposed project will be estimated using standard Institute of <br />
