<br />Transportation Engineers (ITE) trip generation rates. The amount of traffic generated by the existing <br />uses will be estimated using new driveway and roadway counts near the movie theater driveway. <br />Finalized trip generation estimates will be developed and submitted to City Staff for review. <br /> <br />Directions of approach and departure for the proposed land uses will be developed based on <br />previous studies, existing travel patterns, and the relative locations of complementary land uses. The <br />project distributions will be provided to City of Redwood City staff for review and approval. <br />Refinements to the trip assignments will be made based on City staff comments and the list of study <br />intersections may be modified based on these refinements (OUl: fee proposal is based on the <br />analysis of 9 study intersections). Our scope of work will be refined to address issues raised by City <br />Staff and comments on the Notice of Preparation. <br /> <br />Task 2 - Collect Data/Existing Conditions <br /> <br />The physical characteristics of the site and the surrounding roadway network will be reviewed during <br />a site visit to identify existing roadway cross-sections, intersection lane configurations, traffic control <br />devices, surrounding land uses, and the locations of pedestrian, bicycle, and transit facilities. We <br />will also request pertinent background data from City staff including available intersection and <br />freeway counts and a list of approved and pending projects in the City. <br /> <br />Available counts for the EI Camino RealIWhipple Avenue and Veterans BoulevardlWoodside Road <br />intersections will be obtained from City staff and supplemented with new counts for the remaining 7 <br />intersections. The fee estimate includes new peak period intersection counts at 7 study intersections <br />and the southeastern theater driveway/entrance during the morning (7:00 to 9:00 AM) and evening <br />(4:00 to 6:00 PM) peak periods (a total of 16 new peak period counts). Additionally, hourly traffic <br />counts will be collected for a 3-day period (Tuesday through Thursday) on East Bayshore Boulevard <br />near the project site. <br /> <br />The existing operations of the key intersections will be evaluated for the AM and PM peak hours with <br />level of service (LOS) calculations using the TRAFFIX level of service analysis software. We <br />propose to use the analysis methodologies included in the 2000 Highway Capacity Manual <br />(Transportation Research Board) for signalized and unsignalized intersections. The operations of the <br />key intersections will also be observed to verify or explain calculated service levels. <br /> <br />Existing data for US 101 in the vicinity of the project site (at the Whipple Avenue and Woodside <br />Road interchanges) will be obtained from Caltrans, C/CAG monitoring and conformance reports, <br />and previous traffic studies. No new freeway counts are proposed. Freeway segment and ramp <br />operations will be analyzed using the 2000 HCM methodology, and supplemented with capacity <br />evaluations. <br /> <br />Task 3 - Evaluate Background Conditions <br /> <br />Future traffic volumes from approved (but not yet constructed) developments, to be provided by City <br />staff, will be estimated and assigned to the roadway network. Level of service calculations will be <br />conducted to evaluate intersection operations under Background Conditions. Planned and funded <br />intersection and roadway improvements expected to be in place by the project's opening date will be <br />included in this analysis. <br /> <br />Task 4 - Evaluate Project Conditions <br /> <br />The project trips estimated in Task 1 will be added to the background traffic volumes developed in <br />Task 3 to represent Project Conditions. Intersection level of service calculations will be conducted to <br />estimate the operating levels of the study intersections during the AM and PM peak hours under <br />Project Conditions. Consistent with previous EIR traffic studies, ramp and freeway operations will be <br />
