<br />analyzed in terms of changes to volumes under this scenario. <br /> <br />As part of this task, we will also evaluate how implementation of the project will affect bicycle, <br />pedestrian, and transit facilities and services. This evaluation will include a review of on-site and off. <br />site pedestrian connections and potential circulation hazards for all users. <br /> <br />Task 5 - Identify Significant Impacts and Recommend Mitigation Measures <br /> <br />The impacts of the proposed project on the surrounding roadway system will be identified by <br />comparing the results of the level of service calculations for Background Conditions to the results for <br />Project Conditions. <br /> <br />For significant impacts, feasible mitigation measures will be recommended to reduce impacts to a <br />less than significant level where possible. Measures could include physical improvements (such as <br />adding turn lanes, installing traffic signals, or restricting turning movements), as well as methods to <br />modify the traffic demand of the project such as reducing the size of the project, enhancing facilities <br />for alternative modes, and instituting Transportation Demand Management (TDM) measures (see <br />Task 6 for additional discussion of TDM measures). <br /> <br />Project impacts to the surrounding transit, bicycle, pedestrian facilities and parking will be identified. <br />Measures to mitigate project impacts on these facilities will be recommended including providing <br />linkages to adjacent land uses and improving facilities for bicycling commuters. <br /> <br />Task 6 - C/CAG and TOM Analysis <br /> <br />The proposed project will generate more than 100 trips during the peak hour and will require <br />mitigation per San Mateo City/County Association of Governments (C/CAG) guidelines. The CMP <br />facilities in the study area include SR 82 (EI Camino Rea!), and US 101. Measures to mitigate <br />project impacts will be identified from the information contained in the C/CAG Land Use Impact <br />Analysis Program dated October 11 , 2000. This document includes a list of potential TDM measures <br />designed to reduce the number of single-occupant vehicle trips generated by uses similar to those <br />proposed for the project. TDM measures include, but are not limited to, vanpool/carpools, parking <br />cash-out programs, inclusion of on-site amenities (e.g., dry cleaning service, ATM, <br />cafeteria/restaurant, fitness center, etc.), video-conferencing centers, TDM coordinators, and transit <br />information and pass subsidies. A comprehensive list to mitigate impacts to the CMP facilities will be <br />prepared. <br /> <br />Fehr & Peers Associates will estimate the number of trips expected to be removed from the <br />surrounding roadway system due to a full TOM program and qualitatively assess the potential <br />reduction/benefit to projected intersection impacts and operations. <br /> <br />Task 7 - Cumulative Conditions <br /> <br />Cumulative Conditions will be evaluated using traffic volumes from pending projects in the vicinity of <br />the project site, as identified by City staff. The trips from pending projects in the area will be added to <br />intersection volumes under Project Conditions to determine intersection volumes under Cumulative <br />Conditions. This would include growth in Redwood City as well as regional growth. Based on the <br />resulting LOS analysis, improvements to provide acceptable operating levels will be identified. <br /> <br />Task 8 - Assess Site Access, Circulation, Emergency Access and Parking <br /> <br />The level of detail currently available for the proposed project site is limited. Based on the available <br />site plan, Fehr & Peers will analyze the adequacy of site access and on-site circulation. We will <br />make recommendations on vehicular, pedestrian, and bicycle access to improve site access and on- <br />
