<br />site circulation. Interaction between pedestrian and vehicle activities will be reviewed to minimize the <br />potential for conflict points. The effectiveness and safety of pedestrian and automobile access to on- <br />site and off-site locations will be evaluated. The project access point on E. Bayshore will be analyzed <br />in terms of potential queueing problems. Appropriate mitigation measures will be identified. We will <br />analyze emergency vehicle access to the proposed project site, and recommendations to improve <br />this access will be made as necessary. <br /> <br />The proposed parking supply will be evaluated based on adherence to City code and based on <br />projected demand using standard parking ratios. Access to the parking facility will be evaluated in <br />terms of potential queuing problems at entrances and exits, and internal circulation will also be <br />reviewed. <br /> <br />Task 9 - Prepare Documentation <br /> <br />The results of the analysis will be documented in a transportation impact analysis (TIA) report <br />suitable for review by the City's Traffic Engineer. This scope assumes that the environmental <br />consultant will prepare the Transportation/Circulation section of the ADEIR. Fehr & Peers will review <br />the ADEIR section for accuracy prior to its submittal to city staff. We have assumed a total of 16 <br />staff hours to respond to City staff comments on both the TIA and ADEIR. <br /> <br />We have assumed 20 hours of staff time to respond to agency and public editorial comments on the <br />DEIR. Responses to comments requiring substantial additional technical analysis will be prepared <br />as an additional service and billed on a time-and-materials basis. <br /> <br />Task 10 - Meeting Attendance <br /> <br />Two project team meetings and three public hearings will be attended in conjunction with this study. <br />Additional meetings or hearings will be attended only upon written authorization and billed on a time- <br />and-materials basis. <br /> <br />Additional Services <br /> <br />The scope of services has been tailored to meet the requirements of the City of Redwood City and <br />C/CAG. There may be some additional services needed during the course of the analysis. These <br />would include preparing conceptual designs of proposed mitigation measures, conducting more than <br />16 peak period turning movement intersection and 3-day roadway counts, analyzing additional study <br />intersections, evaluating revised project descriptions. conducting detailed traffic operational analyses <br />(such as micro-simulation) for intersections, analyzing more than 3 freeway and 2 freeway ramp <br />interchanges, developing a detailed TOM plan, reviewing more than one site plan, and attending <br />more than 2 meetings or 3 public hearings.
