In
addition to 104 and 112 Cedar Street, the amendments are also proposed to include the adjacent
properties located at 1406 and 1414 Main Street. The requested General Plan and Zoning Map
Amendments are required in order to allow for the construction of residential units on the four parcels.

The residential facility would be designed to house and care for disabled adults who are very low
income:'The project would involve the construction of a two-story building containing 15 residential
units, including fourteen, 450-square-foot rental units for tenants and one 600-square-foot manager's
unit. Each of these 15 units would have its own kitchen. The facility would have eight (8) parking
spaces on site, as most residents would use mass transit. The proposed project has been designed
for very low income residents, with occasional deliveries of medical, food, and related support
services.

MHAIRMT also understands that a National Environmental Policy Act (NEPA) document has already
been prepared for this project, and that this document has be~n deemed complete by City staff.
MHAIRMT anticipates using this NEPA document to prepare an IS/MND to satisfy the requirements of
the California Environmental Quality Act (CEQA). The CEQA document will address the effects of the
General Plan and Zoning Map amendments, which may have not been addressed in the NEPA
document.
