Mr. Charles Jany
November 2, 2007
Page 2

The project area is located adjacent to 1406 and 1414 Main Street, which have been identified as
containing historic resources. As a result, the environmental review of this project will include
coordination with Redwood City Planning staff regarding the evaluation of the project's impact on
these historic resources.

Planning Services and Schedule

MHAIRMT is proposing two related services for this project, including the preparation of an IS/MND to
satisfy the requirements of CEQA, as well as contract planning services to assist the City with the
overall management, review, and processing of the proposed Cedar Street Project General Plan and
Zoning Map Amendments, under the direction of the Community Development Services staff.

Anticipated CEQA and contract planning services include the following:

1) Meeting with City staff (maximum of 3 meetings anticipated and budgeted, including a site
reconnaissance).
2) Review of pertinent support information, including the project plans, and the NEPA
document that has already been prepared for this project.
3) Prepare the project description based on the NEPA document.
4) Preparation of an Administrative Draft Initial Study and Mitigated Negative Declaration,
including:

- A completed environmental checklist consistent with Appendix G of the CEQA
Guidelines, with responses addressing each of the environmental parameters.
5) Preparation of a Draft Initial Study and Mitigated Negative Declaration, incorporating staffs
comments and revisions, and preparation of a Notice of Intent to Adopt a Mitigated
Negative Declaration, for review by the public and the City's Planning Commission and City
Council.
6) Preparation of a Mitigation Monitoring Program to certify implementation of prescribed
mitigation measures.
7) Preparation of a Final Initial Study and Mitigated Negative Declaration, incorporating
revisions by the City Planning Commission and City Council (responses to public comments
will only be prepared to the extent available in the budget for the FinaIIS/MND).
8) Preparation of a staff report for the review and approval of the City Council.
9) Attendance and presentation at one City Planning Commission and one City council
meeting.
10) Other general staff support as may be requested.

This proposal anticipates work over a three to four month period, with delivery of an Administrative
Draft IS/MND not later than four weeks after authorization to begin work and receipt of all background
plans and materials. MHA will work with the City to ensure the schedule needs are met. Work would
primarily occur off-site, but MHA staff will be readily available to meet at City Hall or elsewhere as
needed during the course of the project.
