The Local Amendments are enacted pursuant to the authority of Section <br /> 17958.5 and Secfiion 18941.5 of the California Health and Safety Code, far the <br /> purposes of addressing and meeting certain "local conditions" unique and pecu(iar to <br /> the City of Redwood City, which are more specifically described in Exhibit A. <br /> 3.
