On Octaber 9, 2007 the <br /> Planning Commission held a study session to compare the proposed project <br /> {Plan A) with finro reduced height residential alternatives: P{an B, a 75-foot height <br /> alternafiive; and Plan C, a 65-foot height alternative. These alternative plans were <br /> prepared in response to public comment and were intended ta provide an <br /> opportunity for building massing and site design comparison. {For additional <br /> information on the reduced height alternatives please refer to the Alternatives <br /> section below). At fhe canclusion of the study session it was determined that <br /> Plan A, as praposed, would remain the application for tY�e Planning <br /> Commission's consideration at a pubfic hearing. <br /> Othsr progress msstings that have occurred i:-� additi�n to th� workshops and <br /> study sessions include the City Counci! review and approval of the Water Supply <br /> Assessment (February 2007) and the Airport Land Use Committee (ALUC) <br /> meeting (July 2007). Also, special technical studies, described below, were <br /> pro�iu2� tc the public starting in June 2Q0?, as they we���om�leted. <br /> 3. Public Hearinqs: This part of the process occurs at the and of project review and <br /> is determined by legal requirements for public hearings before the Planning <br /> Commission and City Council. These are ti�e mestings where the City's policy <br /> makers will make decisions about the proposed project and all the necessary <br /> entitlements. This process began with the first Pfanning Commission public <br /> hearing on November 13, 2007, where the Planning Commission provided <br /> recommendations to the City Council on the Zoning Map Amendment, the <br /> Precise P{an, and the Mitigation Monitoring Report Pragram. A follow-up pub{ic <br /> hearing with the Planning Commission was held on December 11, 2007 for the <br /> review and recammendation regarding the Development Agreement. The final <br /> step in this process will be a public hearing{s) wifh the City Council for overall <br /> project consideration. <br /> Technical Studies <br /> Additional apportunities for on-going participatian also i�c�udec! public review of the <br /> four technica! s#udies that were prepared in response to commen#s received at the <br /> community workshops. The reports were sent to the City Council under separate <br /> cover. The reports, in their entirety, are available :r. the City Clerk's Office or �n the <br /> City website. However, summary anaiysis of these repor�s has been provided below: <br /> 1. Retail and Eco�omic Anal�sis: This repart was prepared by an independent third <br /> party City consultant to determine the appropriate amount of retail space for the <br /> Peni�sula Park project. <br /> Tf�e retail and economic regort, titled Potential Support for Retail Space af <br /> Peninsula Park, sets out to determine how much retail square footage is <br /> appropriate at the Peninsula Park project. If there is not enough neighborhood <br /> serving retail, then residents of the project would need to #ravel off site for ail <br /> goods and services. However, if there is too much retail, then either the <br /> developer would need to subsidize the under-performing retail or the project <br /> 4 <br />
