The City PBge 3 <br /> received a new development application far the Peninsufa Marina portion of the site, <br /> more commonly known as "Peninsula Park," in spring 2006. <br /> ln July 2006, a Joint Study Session was he(d with the Planning Commission and <br /> Architectural Review Committee #o introduce the new Peninsula Park project, pravide a <br /> concept-level overview of the project and aElow for general camparison between the <br /> Peninsufa Park projec# and Marina Shores Village project. fn September and October <br /> 2006, #he Planning Divisian hosted three community workshops in an effort to gafiher <br /> public input on the project early in the review process, concluding with a wrap up <br /> session with the Planning Commission in October 2006. Since that time City staff has <br /> been working with a variety of consultants and the project applicant to refine the scope <br /> o# the �ra;ect and address a s�ries of cemments received at th� public v�dcrkshops. !� <br /> September and October 2007, the City held two additional study sessions to review a <br /> refined site plan, consider several technical studies prepared in response to public <br /> camments, introduce the draft Peninsula Park Precise Plan, and consider two reduced <br /> height aiternativc�. <br /> 4n November 13, 2007 the Planning Commission, by motion, adopted a Resolution of <br /> Intention recomrnending Adoption of an Ordinance to amend the Zoning Map. The City <br /> Council must find that the Zoning Map Amendment would be in the public interest (i.e. <br /> meets the Cify's housing and affordable housing needs, improves the City's <br /> housing/jobs balance, enhances pedestrian and bicycle circulation and safety, etc_) in <br /> order to approve the Zoning Amendment and adopfi the associated Precise Plan. The <br /> Planning Commission, by motion, also recommended that the City Council adopt a <br /> Resolution approving the Peninsula Park Precise P{an and Mitigation Monitoring <br /> Reporting Program (MMRP). <br /> In taking the recommended actions above, the City Council shall consider the <br /> Addendum to the cer�ified Marina Shores Village (MSV) Environmental Impact Report <br /> (EIR}, as well as the originally certified MSV EIR, prior to making each decision on the <br /> project (CEQA Guidelines Section 15164 (d)). The Addendum and EIR were previously <br /> provided under separate cover. <br /> Community Participation P{an <br /> As previcusly envisioned in the Joint Study Session, the Commwnity participation Plan <br /> consists of three main parts that are briefly outlined below: <br /> 1. Early Community Meetinqs: This task was accamplished with the three <br /> workshop sessions held in September and �cto�er 2006. These meetings <br /> included table discussions focused on various aspects of greatest community <br /> interest with respect to the proposed project. A fourth meeting in the form of a <br /> Joint Study Session was held in October 2006 to summarize and share the public <br /> comments and to direct the applicant and staff in the next steps af project design <br /> development. <br /> 2. On-Going Participation: This portion of the process began with #he Joint Study <br /> Session on September 4, 2007. The Joint Study Session provided City staff with <br /> the opportunity fio re-familiarize the Planning Commission and Architectural <br /> 3 <br />
